Democracy is been maintained and protected by none other than the transparency, in all the aspects from financials to citizen services. Transparency is where a citizen knows what is happening, how it is done, what is the progress and what cost. Here we talk about information and availability of information. Handling information is tricky. Information is processed data, which means one should have enough intelligence and opportunity to process available data as data availability is easy and straight forward, it is the information makes a person numb.

In nut shell, for democracy to flourish,  

One; citizens should be given direct, efficient, timely and accurate access to information or at least data, where he or she could process back. it is not only data or information, it is about the quality of such.

Second; citizens should be given sufficient and affordable education so they and generations to come, could be equipped with enough creativity and capability to process the information provided. Considering the education structure provided by the government and what is available, at least to level of secondary should be considered as the minimum.

Third; citizen should be provided with at least lowest levels of Mars low's hierarchy of needs in terms of their social needs, from living conditions to living economy. Citizen should be secured to the level of physiology, metabolic requirements of human body.

Above is nothing but empowering of citizen, so he or she should be in a position to provide themselves and act when necessary.

Even though we are not experienced it at lease not all of us, loosing your right to live and not being harmed is a serious issue and something humans through their intelligence and different approaches, tried to implement in the society they live. Times of buddha and even before in the indian subcontinent, approach was to shed the desire out of the life so that no suffering will be in the life. This movement created enormous amount of knowledge, which may not in supportive of the purpose. Further, different set of knowledge started to appear from different segments of world, euorpe, arabic, china etc, making the effort to be free and living, to an operation of generating knowledge which will enable humans with capabilities. these capabilities contributed greatly, in defining our improvement as well as destruction.

Supported by the civilization grow, people expected to be ruled according to their willingness or something proportion to it, rather than getting dictated by a group or person or a king, as such approach to governing turned out to be a shame to the intelligence  and understanding the society at that have achieved. in order to make their voices heard, as a requirement, methodologies in which population has much more saying was adopted. this was a kind of a trend, and theories, words started to build around, making it to a full pledged scenario. This is democracy.

Yes, we may have different definitions and approaches. Needless to say, i have not written down the evolution in correct sequence or degree. Yet this is in nutshell that we have achieved so far. Once I heard saying the Condelessa  Rice, ex-secretary of state of US, democracy is customized in every country, where democracy in India is different to what is in USA. Fundamental required and necessary condition for democracy is, it should support the rule of people and their majority belief and be the sole and effective decider in termination or sustaining of the government. But democratically elected governments are equally corrupt and hazardous to their counterpart dictatorships.

What went wrong in this ? Something that people fought hard and implemented through out the human civilization is turning out to be so inefficient, ineffective and disastrous to the majority of people who needs it the most.

To identify the root cause, it is necessary identify the supporting conditions for the democracy, since there is no wrong with the concept only the applying conditions it to work, need to be straight and followed.
